-- DWIGHT McMASTER was named director of technical services for the Seattle office and Pacific Northwest Practice of Arthur Andersen & Co., an accounting, tax, management information consulting firm.

-- MIKE FRASER will concentrate on expanding the corporate, international and Alaska market in his new position as vice president for Star Moving Systems, an agent for United Van Lines.

-- GERHARDT MORRISON, a member of the Washington Section on Taxation and a member of the firm's management committee, was appointed chairman of the business department for Bogle and Gates law firm.

-- RODNEY BROOKS, vice president of marketing, was promoted to senior vice president of marketing and merchandising for Egghead Discount Software.

Karen Smith, a member of the Securities Industry Association-Proxy Division and Western Securities Transfer Association, was promoted to vice president of proxy solicitation, and Gail Neudorfer will be responsible for all accounting procedures as corporate controller for Allen Nelson & Co.

Perkins Coie named Susan Barley, Dori Brewer, J. Christian Moller, Richard Oehler, Philip Morse, Vicki Pierce and James Savitt partners in the Seattle office.

Consumer Credit Counseling Service of Seattle elected Robert Sadowski, who is vice president of the Boeing Employees Credit Union, chairman of the board of trustees; Joseph Wingen of Trans Union, vice chairman; Joseph Veneziani of Group Health Credit Union, treasurer; and John Turville of Allied Printers, secretary. The Seattle-King County Association of Realtors elected Connie Boyle of Allied Commercial Group, and Ed Murphy of RE/MAX North, directors. Richard Robbins, president and chief executive officer of The Robbins Co., was elected to the National Academy of Engineering of the United States of America. Daniel Powell, president of Star Moving Systems, was elected to the board of the National Moving and Storage Association.

Judith Headington McGee, certified financial planner and principal in Grubbs McGee, was named one of the top 10 financial planners in the United States by Financial Planning Magazine. James Tsang, president of the Tsang Partnership Inc., was awarded first prize in the ``Great American Facades Design Competition,'' sponsored by the American Architectural Manufacturers Association.
