2Nd Teen Sentenced In Spanaway Killings

TACOMA - The second of two teenage gang members convicted in the shooting deaths of two Spanaway Lake High School students last summer was sentenced this morning to more than 73 years in prison.

Pierce County Superior Court Judge Karen Strombom followed prosecutors' recommendations and gave Oloth Insyxiengmay, 16, the high end of the standard sentencing range. He was convicted of two counts of first-degree murder and two counts of first-degree assault in the deaths of Michael Welden and Robert Forrest.

Last week, Strombom sentenced 18-year-old Nga Ngoeung to life in prison without parole in the Aug. 25 murders.

Welden, Forrest and two other 17-year-olds were driving through Spanaway throwing eggs, when some landed near a home where Insyxiengmay, Ngoeung and a younger gang member were.

The gang members jumped into a car, chased the other youths and sprayed their car with bullets. Forrest was at the wheel when he was killed; Welden was shot while in the front passenger seat. The other two passengers, in the back seat, ducked and escaped injury.

The third gang member, a 14-year-old who testified against the two others, pleaded guilty in juvenile court and will remain in detention until he's 21.
